The Office of Small Business is responsible for the implementation and monitoring of the Small/Disadvantaged Business Enterprise (SB/DBE) Programs through Small Business certification, business development outreach and contract compliance monitoring.
METRO has an annual goal of 35 percent Small Business participation. All small business owners that are eligible for certification are encouraged to bid on METRO procurement opportunities.
Effective October 1, 2015 METRO's Small Business Certification Online application process will be entirely electronic only. METRO will no longer accept hardcopies of supporting documents via email or fax machine. Supporting documents may be submitted with the online application through the download or fax options. Small Business Certification
METRO’s Small/Disadvantaged Business Enterprise (SB/DBE) Programs operates in a race and gender-neutral manner and is designed to include all segments of the region’s business community and is open to participation without regard to race, color, sex, religion, national or ethnic origin, age or disability. Small Business certification may take up to 30 business days to process.
Because METRO’s Program is race and gender- neutral, we are not able to accept the following certifications:
- **HUB – Texas Historically Under utilized Business
- **MBE Only Certification – Minority Business Enterprise
- **WBE Only Certification – Women Business Enterprise
- **City of Houston SB Only Certification
METRO’s Small Business Enterprise (SBE) certification is recognized by the following agencies for inclusion in their small, disadvantaged, women and minority business development program.
METRO accepts certifications from the Texas Unified Certification Program, in addition to the METRO Small Business certification. The Texas Unified Certification Program is a certification process for the Federal Disadvantaged Business Enterprise (DBE) Programs in Texas. A business' DBE certification is valid at any Texas entity that receives U.S. Department of Transportation (DOT) funds and has a DBE Program. TUCP Participating Entities
The City of Houston Office of Business Opportunity is the DBE certifying entity for Houston, Texas.
Applications for the Disadvantaged Business Enterprise Program certification can be downloaded from the City of Houston website or picked up at the Office of Business Opportunity at 611 Walker, 7th Floor, Houston, Texas.
If a company is currently certified as a DBE and is not part of the METRO SB Program, it can register in the METRO SB Program by providing a copy of the current DBE certificate.
Contract Compliance staff monitors all Small Business/Disadvantaged Business Enterprise activity on all METRO contracts with Small Business goals and ensures compliance with all local and federal regulations. The Contract compliance staff also:
- Develops the Small Business contract goal
- Develops Disadvantaged Business Enterprises Tri-annual goals
- Evaluate prime bidders’ Small Business Achievement Documents
- Monitors all contracts with Small Business goals until completion

Business Development Outreach
METRO highly encourages Small Business / Disadvantaged Business Enterprise participation at all applicable pre-bid conferences. Be sure to register for automatic email notifications of new solicitations, updates and contract awards for user-selected commodities.
