Regarding the open call for the Job Access Reverse Commute and New Freedom Grant Projects (TRN11-JNF-02), I have two questions:

  1. FTA Circular 9045.1, in describing Recipient Administrative Expenses (Page III-7), states that the FTA will allow program administrative funds for JARC, New Freedom and Section 5310 to be combined so long as the recipient uses the funds for costs associated with all three programs.  Does this also apply to sub-recipients?
  2. Budget Worksheets labeled 2.2011, JARC & New Freedom Schedule for Service Details and 3.2011, Capital Cost of Contracting Calculation have categories for service and vehicles only.  Since we are submitting a New Freedom application for capital only I believe we do not need to complete or submit these worksheets; please confirm.

Questions

  1. The flexibility in Administrative Expenses that cross multiple fund sources, as noted in the New Freedom Circular which you referenced, was provided as general guidance for program administration, which is different from project administration.  Locally, for the Houston Urbanized Area, a decision has been made that  project proposals should be for one source of funding to facilitate the FTA grants management process.
  2. You are correct that in your submittal for New Freedom capital funding, you are not required to complete the other budget spreadsheet tables.
