On September 23, 2008 after Hurricane Ike, some HOV lanes were open to help with the traffic congestion on the roads. All high-occupancy vehicle (HOV) lanes except the I-45 South HOV are open. METRO Police Chief Tom Lambert explained at a press conference what we were doing to keep the HOV lanes operational.
