Jackie L. Freeman - Secretary
Jackie L. Freeman, P.E., was appointed to the METRO Board by Harris County
Commissioners Court and named Secretary in May 2002. He is Chairman of the Future Programs/Planning Committee.
Mr. Freeman is the Deputy Executive Director of the Harris County Public Infrastructure Department. HCPID provides a network of services through seven divisions of various responsibilities. These divisions include Architecture & Engineering, Construction Programs, Flood Control District, Facilities & Property Management, Planning and Operations, Right-of-Way and Toll Road Authority.
The department coordinates activities related to road and bridge design and construction, traffic planning and engineering, park planning and design, subdivision development and planning, flood plain management, permit regulation, right-of-way acquisition, design and construction of major buildings, flood damage reduction projects, design/construction/operation and maintenance of toll road facilities, operation and maintenance of county buildings and leased facilities and building security service.
Jackie is a member of the Planning Commission, a 20-member board appointed by the Mayor and confirmed by City Council. The commission reviews and approves subdivision and development plats. The Commission also studies and makes recommendations to City Council on development issues in Houston.
He is an alternate to the County Engineer on the Transportation Policy Council. The TPC provides policy guidance and overall coordination of transportation planning activities within the region.
A native of Texas, Jackie is a graduate of Prairie View A&M University with a Bachelor of Science Degree in Civil Engineering and is a licensed professional engineer in Texas. Jackie and his wife, Cheryl, have three children.
